|The draft directive developed after this consultation essentially has the
objective of clarifying and strengthening the rights of patients in the event of
cross-border healthcare, of enhancing the quality of the care and of supporting
the development of cross-border cooperation between the healthcare systems
throughout the European Union.
For the mandatory French health insurance
scheme, the text represents progress that will facilitate patients’ access to
high-quality healthcare in a State other than the one where they are affiliated.
On the other hand, other measures envisaged at European level, affecting
hospital care in particular, give rise to questions as to their opportuneness,
feasibility and proportionality.
